What is Base Coat?

Base Coat is a full-SDLC agent framework for GitHub Copilot. It provides 50 specialized agents, 33 skills, and 34 instruction sets that cover the entire software development lifecycle — from architecture and coding to testing, security, DevOps, and project management.
